When I read the Bangkok Post, I always smile when I read an article about the latest government or business "scheme" when they are referring to a plan. Of course, scheme does mean plan, but at least in America, it has a negative connotation.
When I read the word "scheme", I usually think of something that is either not well thought out or is dishonest. The Meriam-Wester online dictionary provides the definition as "a plan or program of action ; especially : a crafty or secret one."
I always wonder if the writer is making some subtle comment about the plan in question, or they are not aware of the negative connotation. In either case, I find it a bit amusing.
